All Ka-band ground station downlinks perform within nominal thresholds. Inter-satellite optical link (ISL) packet handoff efficiency exceeds 99.0%, with standard ping latency under 45ms.

🟡 Degraded Performance

5 – 15 Reports per Hour

Triggered when a specific region experiences localized heavy rain fade, geomagnetic storm drag, or temporary gateway handoff latency exceeding 100ms. Packet loss may briefly spike up to 3–5%.

🔴 Major Outage Alert

> 15 Reports per Hour

Indicates widespread Ka-band downlink interruption, centralized DNS routing timeout, or major power anomalies at regional ground stations. Immediate alert banners are broadcast globally.
